RESPONSIBILITIES: Regularly review and update the Environment, Health and Safety Plan in conjunction with the General Manager ensuring that Environment, Health and Safety (EH&S) is firmly embedded within the culture of the organisation and its employees. Benchmark site EH&S performance indicators against industry standards.Liaise and build effective working relationships with local Regulatory and Statutory Bodies. Establish and manage site EH&S budget and produce monthly EH&S KPI s, identifying trends and problem areas and possible solutions where necessary. Participate in project planning and execution to ensure the environment, health and safety dimension of site projects (AFEs) is fully considered at planning stage and changes are planned and implemented appropriately. Provide support and guidance to the Management Team on EH&S matters including; the development of statistics, management reviews, targets and objectives. Develop, manage and help deliver an effective EH&S induction programme for all new personnel. Chair and take lead of the Site’s EH&S Committee Meetings and direct and co-ordinate its members as necessary. In conjunction with the HR Manager, ensure EH&S training is proactively managed for both employees and contractors coming on site. Advise, monitor, evaluate and develop EH&S policies and procedures that ensure compliance with current Irish and European legislation, and industry best practice and that satisfy and exceed organisational requirements, Environment. • Review on an ongoing basis the Site’s current activities and related environmental obligations to ensure legal compliance. • Continue to develop and maintain the Environmental Policy, which declares the Site’s commitment to improving its performance. • Maintain site environmental operating licence and ISO 14001 accreditation. • Provide leadership on Environmental matters and empower the workforce to ensure it is firmly embedded within the culture of the organisation and its employees. • Demonstrate the Site’s commitment by setting objectives and KPI targets to both achieve and maintain high standards of environmental performance including energy monitoring. • Develop and implement an effective energy monitoring programme working with the Operations and Maintenance Teams to dive and effective continuous improvement programme to reduce and optimise energy usage. • To take a leadership role in waste management across the site. • Management of the site water services contract. • Ensure that accidental discharges are minimised, and where these may occur, that spillage investigation report is completed and remedial action is implemented. • Provide leadership, guidance, development and coaching to the Environmental Technician. • Develop, implement and maintain an effective internal environmental auditing programme. Safety. Establish and maintain an effective Health and Safety Management System for the plant to achieve ISO45001 standards. Develop, monitor and evaluate appropriate health and safety management audits for the site in liaison with the Site Team. Participate and where necessary lead on accident investigations, ensuring appropriate investigations, corrective action and statutory reporting occurs in a timely and efficient manner. Establish and maintain an effective documentation and recording system for all health and safety related needs. Ensure all risk assessments, hot work permits, method statements are all up to date and being adhered to by all plant employees. Liaise with the Management Team and Occupational Health Nurse to provide advice on health and safety practices that will encourage health promotion and reduce risk to employees’ health. Liaise with the company solicitors and insurers to help defend and advise on ongoing public and employer liability claims. Lead and maintain the focus on the Glanbia GRMS Audit. Maintain focus on workplace safety, ensuring all activities are carried out in accordance with safe working procedures, ‘control measures’ identified via risk assessment and COSHH assessment. Ensure that the circumstances of any accidents or incidents are recorded in detail, reported via specified methods and that any supporting documentation is completed promptly. Develop, implement and maintain an effective internal safety auditing programme. General. • Ensure the role is performed with due regard for the requirements of the Company Equality of Opportunity Policy and Harassment Policies. • Operate and contribute as an effective member of the Site Senior Management Team, including weekend cover as part of a Duty Manager rota. • Undertake any other duties as considered by the company to be within the scope of the role of the site HSE Manger. • Developing and maintaining Crisis Management System and Business Continuity System.
